EU foreign policy

With the entry into force of the Lisbon Treaty in 2009 and its subsequent implementation, the European Union has gradually assembled the constituent elements of a sui generis 'foreign policy', bringing together various competencies, instruments and resources that were hitherto spread across different institutions and bodies. Although the process is still on-going and progress is, in parts, uneven, certain traits of a more coherent common approach to foreign policy-making are now evident. In the Balkans, the Horn of Africa (both offshore and onshore), the Sahel, or the Middle East, joint and combined forms of external action - including diplomacy, enlargement, CSDP and development activities - are now producing more effective and lasting results.

Analysing the specific actors, instruments, policies, and strategies at the disposal of the Union and assessing their scope and outreach is also a way to illustrate what the EU does in the world - something which is not always known or appreciated by those who directly benefit from its external action, or indeed by European citizens at large. Monitoring performance, in turn, also contributes to improving it, in a constructive manner and on the basis of factual evidence.

With the EUISS ‘Yearbook of European Security’ as the go-to source for facts and figures relevant to the EU and its external action, and ‘After the EUGS: building resilience’ as the third in the series of the EUISS books devoted to the EU Global Strategy and its implementation.

    The EUISS and the Maltese Presidency of the Council of the EU organised a high-level conference on the EU Global Strategy (EUGS). Following a panel focusing on how the EUGS has driven the EU’s and member states’ foreign policy since June 2016, the conference encouraged debate on the security and defence aspects of the EUGS and the EU’s crisis management strategy for Libya.

    On 31 March 2017, the EUISS held a closed event in Brussels on the ‘Integrated Approach’. This Seminar aimed at analysing the Integrated Approach and the opportunities it creates for a more effective EU external action, in particular in conflict prevention and stabilisation.

    On 29 March, the EUISS, the EEAS and the EPC jointly organised a consultation meeting which brought together experts from think-tanks as well as from European institutions to explore the concept of resilience in the Global Strategy.

    On 8 March, the EUISS and DG NEAR jointly organised a Seminar on building resilience in the EU’s surrounding regions. The Seminar brought together experts from Europe’s Eastern and Southern neighbourhoods, as well as European institutions to explore the challenges and opportunities in building resilience in the EU’s surrounding regions.

    On 23 and 24 February, the European Security and Defence College (ESDC) and the EUISS co-hosted the ESDC Annual Alumni Conference in Brussels.

    The EUISS, the Austrian Federal Ministry for Europe, Integration and Foreign Affairs, the Austrian Federal Ministry for Defence and Sports, in cooperation with the Centre for Liberal Strategies, hosted a workshop in Vienna on 5-6 December 2016 on the EUGS.

    On Saturday 3 December, an EUISS team attended the second 'Forum des carrières de l’Europe' at the Economic, Social and Environmental Council in Paris.
