Publications

As part of its mission to find a common security culture for the EU, to help develop and project the CFSP, and to enrich Europe’s strategic debate, the Institute regularly releases publications on the topics and regions at the core of the Union's work.

The Institute’s flagship publication is its series of Chaillot Papers, which are based on focused, in-depth research. The EUISS also publishes a Yearbook (YES), Reports, and shorter Briefs.

    It is no exaggeration to say that the Islamic Republic of Iran has posed a challenge to the West since the very day of its inception. However, since 2002, concerns about Iran's nuclear issue have further worsened relations, to such an extent that the US identified Iran as a main security challenge in its National Security Strategy of March 2006.

    Three years after the US-led intervention, Iraq has become neither more secure nor more democratic. Formal democratic procedures do not necessarily amount to democracy. National sovereignty, a non-negotiable prerequisite for democracy, exists on paper only and the country's nascent democracy needs a secure environment in order to be able to take root.

    Die Beziehungen der EU zur Islamischen Republik Iran gestalteten sich seit jeher schwierig. Erst als das Regime in den 1990er Jahren seinen internationalen Pariah-Status überwinden wollte und sich in seiner Rhetorik sowie in seine Außenpolitik mäßigte, war an ein Ausloten gemeinsamer Interessen überhaupt zu denken. Alsbald wurde auf Ebene von Vizeministern ein Gesprächsformat eingerichtet das als kritischer Dialog bekannt geworden ist.

    Dos acontecimientos marcarán la vida de los Balcanes en lo que queda de año. Primero, un referéndum previsto hacia los meses de mayo o junio en Montenegro, el territorio de Serbia y Montenegro que da al Mar Adriático, sobre una posible independencia, y la continuación de las negociaciones sobre el estatuto final de Kosovo. Las partes implicadas (las autoridades de Belgrado, Podgorica y Pristina) deberían ejercer la máxima contención para evitar que esos procesos degeneren en violencia.

However, the relations the EU has developed with other regional or sub-regional organisations until a very recent period were essentially focused on economic, development and trade issues, partly because of the late emergence of the EU itself as a foreign and security actor.

    The State of the Union Address is considered to be the most important annual speech in the US and the major occasion for the President to outline his priorities and influence the agenda of the Congress. In the past, George W. Bush used this occasion to announce radical policy changes such as his 2002 speech when the President used the famous reference to the 'axis of evil'.
