As part of its mission to find a common security culture for the EU, to help develop and project the CFSP, and to enrich Europe’s strategic debate, the Institute regularly releases publications on the topics and regions at the core of the Union's work.

The Institute’s flagship publication is its series of Chaillot Papers, which are based on focused, in-depth research. The EUISS also publishes a Yearbook (YES), Reports, and shorter Briefs.

    The Internet has opened a new area of communication and information, enabling us to transfer enormous amounts of digital data for a great variety of applications within fractions of a second around the globe. It is therefore no surprise that it has become, within only a few years, the spinal column of modern societies. Citizens, research institutions, private business, NGOs, political parties and public services all increasingly depend in their daily life and work on interlinked information systems and networks.

    Para explicar la creciente diferencia entre Estados Unidos y Europa, Robert Kagan, en su libro Poder y debilidad, sugiere que los norteamericanos pueden equipararse a Marte, el dios de la guerra, mientras que los europeos recuerdan a Venus. Kagan no se detiene ahí, pues afirma también que en el mundo peligroso de hoy es mejor ser Marte que Venus, y aplicar la violencia sin vacilación contra dictadores y Estados canallas.

    Die gegenwärtige Situation im Irak gibt wenig Anlaß zur Hoffnung auf einen friedlichen und sicheren Verlauf der Wahlen. Die Gewalt wird auch nach den Wahlen nicht aufhören und dennoch wurde am Termin festgehalten. Das hat zum einen mit den Bestimmungen des im März 2004 unterzeichneten Übergangsgesetztes zu tun, zum anderen damit, daß die wichtigsten Machtblöcke im Irak den Wahlgang befürworten: die Amerikaner und die Schiiten.

    Events in Ukraine reflect the changes occurring in Europe and pose a new ‘eastern question’. The first story relates the birth of a revitalised Ukraine. The two candidates in the elections, Viktor Yushchenko and Viktor Yanukovych, in themselves do not signal this birth – but 17 days of peaceful demonstrations in Kyiv and other cities do, as does the decision of the Ukrainian Supreme Court to call for a new second round on 26 December.

    Important developments are on the way in Europe’s armaments sector. Following the official establishment of the European Defence Agency (EDA), the focus has currently shifted to the Commission’s Green Paper on defence procurement. Published in September, the Green Paper has opened a four-month consultation phase for stakeholders to comment on the Commission’s ideas for a more coherent regulatory framework in this area.

Wirtschaftliche Beziehungen um das Mittelmeer und am Balkan sowie die Inkorporation der im Handel äußerst erfolgreichen Wolgatataren in das russische Zarenreich oder die Weitergabe des antiken Erbes an die abendländischen Christen durch die andalusischen Muslime sind oft vergessene Zeugen einer wirtschaftlichen und kulturellen Realität: der gegenseitigen Befruchtung der nordafrikanisch-vorderasiatischen und der europäischen Welt.

Europe’s institutional structure is different from the bipolar era or even the transition years of the 1990s. The European Union is emerging as the Continent’s primary security provider. With enlargement in 2004, a new Europe has been born, founded around the ambitions and values of the EU.
