A European Security Council (ESC) could help speed up coordination and political decision-making, foster more strategic responses, and bridge institutional divides between the EU and key non-EU partners like the UK, wrote Luigi Scazzieri in his Commentary, 'A European Security Council: Between strategic need and institutional realities'. The Commentary was cited in a Financial Times article examining how the idea of an ESC is gaining momentum amid increasing US disengagement and continued Russian aggression.
The article highlights the four possible ESC models that Luigi identified in his analysis: 1) EU leaders meeting in a dedicated security format — effectively creating an ESC; 2) a formal EU Security Council as a new EU body with defined membership and competences; 3) a formal structure operating alongside the EU designed to bring together key European actors in a structured and regular framework with permanent and rotational members, as proposed by Kubilius; 4) an informal body outside the EU institutions, like the existing E3, E3+EU, E5 and E5+EU.
