Rising hybrid threats in Africa

On 23 March, the EUISS and the European Council’s Working Party on Africa (COAFR) held their sixteenth meeting to discuss the rise of hybrid threats in sub-Saharan Africa, and how these are manifested in the macro-region and beyond. Giovanni Faleg and Nad’a Kovalčíková presented the main findings of the co-authored Brief “Rising Hybrid Threats in Africa: Challenges and implications for the EU”.

While assessing the implications of hybrid operations for European security and strategic interests and the ways to address them, the meeting analysed how African countries may become operational hubs for hybrid activities, which could have a deteriorating impact on transnational security, also exacerbated by the geopolitical implications of the conflicts in other regions.
