The Security Coordination and Programme Enhancement (SCOPE) project implemented by the EUISS, was launched in 2024 to ensure the coherence, visibility and impact of the actions under the EU Global Threats Programme. It does so by monitoring and evaluating ongoing initiatives, improving coordination between projects, and enhancing the visibility of the EU’s responses to global and transregional security threats and challenges in the domain of: 

  • countering terrorism, including prevention of violent extremism;
  • mitigating the threats posed by intentional, accidental or naturally occurring release of chemical, biological, radiological and nuclear (CBRN) materials;
  • fighting organised crime, illicit trafficking and smuggling;
  • addressing threats to critical infrastructure (with a focus on the threats to maritime security, cybersecurity and civilian aviation); and,
  • threats related to the global and trans-regional effects of climate change and environmental factors having a potentially destabilising impact on peace and security.

Introduction

This Expression of Interest (EOI) seeks to establish a roster of independent experts to provide professional services in specialised fields. Experts will be contracted on a short-term basis to provide support to the SCOPE project.

This EOI remains open for rolling applications; experts may apply at any time and the roster will be valid for the duration of the project.

Background 

Responding to global security challenges requires rapid access to specialised expertise. The objective of this call is to create a pool of qualified experts with proven experience in the following areas :

  • Monitoring & Evaluation (M&E)
  • Data collection, analysis and visualisation (quantitative, qualitative, big data, geospatial)
  • Fighting Organised Crime
  • CBRN Risk Mitigation
  • Counterterrorism and Preventing Violent Extremism (CT/PVE)
  • Protection of Critical Infrastructure (maritime security, cyber resilience)
  • Climate Security

The scope of work may include:

  • Monitoring and evaluation of EU projects.
  • Conducting research and technical assessments.
  • Providing independent policy advice and recommendations.
  • Designing methodologies, tools, and guidelines.
  • Participation in conferences, expert panels, working groups, and meetings.
  • Other related tasks and activities.

Necessary requirements

  • At least 3 years (junior experts) / 7 years (senior experts) of professional experience in one or more of the thematic areas.
  • An advanced degree (or equivalent professional experience).
  • Proven track record of publications, research or projects in the relevant field.
  • Excellent English communication skills (French and/or Spanish will be considered an asset).
  • Ability to deliver high-quality outputs under tight deadlines.
  • Availability for short-term assignments (home-based, in the field or remote).

Exclusion Criteria

Applicants will be excluded if they are:

  • Bankrupt or under insolvency proceedings.
  • In breach of tax obligations.
  • Convicted of fraud, corruption, or other crimes.
  • Found guilty of grave professional misconduct.
  • In conflict of interest.

Selection Procedure

  1. Submission: Experts submit CV, cover letter and 2 references.
  2. Screening: Eligibility and exclusion checks.
  3. Evaluation: Scoring based on expertise, experience, language skills, geographical balance, and gender balance.
  4. Roster inclusion: Successful candidates will be notified that they have been added to the roster.
  5. Contracting: Individual assignments contracted with defined terms, deliverables, and remuneration.

Remuneration

  • Daily rate ranges communicated at contracting stage.
  • Travel and subsistence covered per applicable rules; when required.

Duration of Assignments

Assignments may vary in duration. Experts may be engaged multiple times during the validity of the roster.
