Security threats are becoming increasingly complex and unpredictable. From terrorism and organised crime to climate-driven fragility and technological risks, the EU faces challenges that demand strategic, flexible and well-coordinated responses.

The European Commission’s Service for Foreign Policy Instruments (FPI) leads this effort through the EU Global Threats Programme, a flagship initiative supporting actions and projects worldwide to address transregional threats, including:

  • Counter-terrorism and preventing violent extremism
  • CBRN (Chemical, Biological, Radiological and Nuclear) risk mitigation
  • The fight against organised crime
  • Critical infrastructure protection
  • Climate change and security

The Security Coordination and Programme Enhancement (SCOPE) project is a four-year, EU-funded initiative led by the EUISS. SCOPE was created to support and strengthen the Global Threats Programme, ensuring that the EU’s global security actions are coherent, impactful, and visible.

SCOPE contributes by focusing on five key areas:

  • Monitoring and evaluation: tracking performance and identifying ways to improve.
  • Coherence and coordination: ensuring collaboration between projects.
  • Context analysis: understanding current responses to global security challenges and identifying opportunities for improvement.
  • Threat analysis: identifying and assessing specific threats and security risks.
  • Visibility, liaison and information sharing: promoting the Global Threats Programme’s work and enhancing visibility among EU Member States, partner countries and international organisations.
