Speaking to Euronews about the proposed European Security Council (ESC), Luigi Scazzieri explained that NATO would remain responsible for collective defence, while the ESC would have a different role, focusing on sanctions, EU spending priorities and bringing together countries that do not typically meet within NATO.

He acknowledged that there could be some turf-war bias, but remarked there is little risk of the two discussing the same things, as the ESC would be seen from the EU's toolbox.

He also noted that, as the ESC would not be a decision-making body, it could not overcome the disagreements that slow EU responses. Its value would lie elsewhere: "The key value […] is not necessarily speed, but it’s more the cross-policy coherence," he added, arguing that it would help the EU think more strategically about its toolbox, from sanctions to spending, while NATO keeps collective defence.
