China's global dominance in rare metals is a "weapon in its hands with which it can pull the rug out from under European rearmament at any time," said Joris Teer to Het Financieele Dagblad.

In order to counter China's dominance in rare metals, it is necessary for Europe to increase domestic mining and processing of raw materials. But this will not be easy, warned Joris. "It takes years to open a new mine, and then you have to have the know-how to keep it going. Because we got out of this industry so long ago, a lot of knowledge has been lost." 

He added that building in-house capacity will take years and will also require large-scale, long-term investments from European governments. (in Dutch)
