Speaking to The Washington Post Intelligence, Giuseppe Spatafora noted that the biggest problem is continued US uncertainty, as Washington has been withdrawing troops and capabilities "not in a coordinated fashion but in haphazard manner". This makes it very difficult to plan a proper transition without leaving some deterrence gaps that Russia could exploit.

When asked about Europe's capability gaps, Giuseppe said that the biggest one "remains in the high-end systems, as the US has historically provided the majority or totality of capabilities."  He highlighted domains such as command and control, intelligence, surveillance and reconnaissance.
