Speaking to Courthouse News Service about France's voluntary military program, Giuseppe Spatafora noted that the previous trend in Europe of reducing military service is now being somewhat reversed. 

"If you think about 2010, it was a period in which there were no expectations of a large-scale conflict in Europe. Now it is more of a realisation that the European armies are depleted in many ways and there's need for stronger forces, and especially to increase the basic skills and ability to defend."

Giuseppe explained that the the possibility that Russia could want to use military force to achieve certain objectives is becoming more real. While Russia's increasing aggression does not necessarily mean it will lead to a war with all Europeans against all Russians, Europe "needs to prepare the population for this possibility to happen."
