On 20 March, the Institute convened an interactive roundtable in Taiwan, in cooperation with the EU’s European Economic and Trade Office, to examine hybrid threats, share lessons identified, and exchange good practices between Taiwan and Europe.
Moderated by Nad’a Kovalčiková, EUISS Senior Analyst for Transnational Security, the discussion brought together European and Taiwanese experts and policymakers. Participants:
- outlined the evolving challenges posed by interconnected hybrid domains, with particular focus on cognitive warfare, including foreign information manipulation and interference (FIMI), cyberattacks, and political coercion;
- examined concrete cases of grey zone activities and identified lessons for strengthening responses through whole-of-society resilience, preparedness, and cognitive security;
- explored opportunities for cross-regional cooperation to counter hybrid threats and safeguard societies from the manipulation of minds, systems, and democratic ecosystems.
As these threats and attacks grow in scale and sophistication, the EU and Taiwan share a common imperative: to bolster their resilience and whole of society approach to develop and implement countermeasures safeguarding democratic values and processes.
