Global Risks to the EU is the first large-scale pan-European effort to assess expert perceptions of threats to the bloc’s security. After its launch in 2025, the report continues to identify the biggest threats to the EU on a yearly basis.

In 2026, the top security risk identified is a major strike on EU critical infrastructure – subsea sabotage, power-grid shutdowns, or similar.

Other high-impact risks include:

  • A ceasefire in Ukraine on Russia’s terms
  • American withdrawal from security guarantees to European allies
  • New Russian military action in non-NATO neighbouring states.

On 20 January 2026, the EUISS and the European University Institute (EUI) will gather EU policy makers, journalists, and think-tank representatives to present the results of the survey and identify how the EU should best prepare for these risks.
