The reparations loan should serve "not just as a vehicle to keep Ukraine afloat, but [to] make a real splash and strengthen Ukraine to give it a decent chance to push back," Ondřej Ditrych told the New Union Post.
Even in the event of a ceasefire, "Ukraine would need to spend substantially on defence to deter future Russian aggression," he added.
