"Steven Everts urges crackdown on Putin’s shadow fleet to disrupt war funding"

The New Voice of Ukraine highlighted an opinion piece by EUISS Director Steven Everts published in Politico, in which he urged decisive EU measures against Russia’s shadow fleet: a network of tankers that clandestinely support the Kremlin’s war economy.

Based on Caspar Hobhouse recommendations in our latest Chaillot Paper "Unpowering Russia", Director Everts emphasises the EU’s capacity to take immediate, concrete steps by increasing patrols in its territorial waters and exclusive economic zones, particularly in the Mediterranean, Baltic, and North Seas. He advocates for the interdiction of uninsured or environmentally hazardous vessels, suggesting they be detained or denied entry, thereby disrupting one of Moscow’s key financial lifelines.
