On 19 March 2025, the Countering Foreign Interference (CFI) project team contributed to the annual EEAS Conference on Countering Foreign Information Manipulation and Interference (FIMI), held in Brussels, Belgium.

In a session dedicated to advancing methods to measure and monitor resilience against foreign interference, the team presented their work on “Measuring and Monitoring Countries’ Resilience and Vulnerability to FIMI: Case Study of Russian Influence in Moldova, Georgia, and Armenia.” Drawing on the case studies, the session provided insights into the tactics used by Russia to influence narratives, polarise societies, and undermine democratic processes in the region.

The CFI contribution was part of the broader EEAS FIMI Conference, which gathered 250 experts to expose perpetrators’ tactics and strengthen international efforts against foreign information manipulation and interference. The event opened with a keynote address by High Representative/Vice President Kaja Kallas, who underlined the urgency of protecting the EU’s information space, calling it “a geopolitical battleground where we are currently losing the war” and stressing that “we must fight back.”
