Job description
The EUISS is currently leading two EU-funded projects in the domain of cyber diplomacy: the ‘EU Cyber Direct - EU Cyber Diplomacy Initiative’ (EUCD) and the ‘Advancing the Cyber Programme of Action Initiative’ (PoA). As the lead organisation, the EUISS assumes the managerial and secretarial responsibilities for both projects.
The EUCD project supports the EU’s cyber diplomacy and international digital engagements to strengthen rules-based order in cyberspace and build cyber resilient societies. The project is likely to be extended by 18 months until August 2026. The PoA project aims to strengthen the EU’s diplomatic efforts leading up to the conclusion of the UN Open-ended Working Group on security of and in the use of information and communications technologies (OEWG) in July 2025.
The EUISS is seeking a highly skilled and proactive Project Officer with a strong sense of responsibility to support the development and implementation of activities across both projects. The ideal candidate should be capable of working both independently and collaboratively within a team, demonstrating adaptability to shifting priorities, a results-driven approach, and the ability to think creatively and strategically. Reporting to the Project Director, the incumbent will work closely with project team members and partner organisations. The role also entails occasional missions.
Main responsibilities
- Support stakeholder engagement and outreach by implementing a stakeholder relations strategy to maintain contacts with EU institutions, Member States, partner countries, civil society, experts, and the private sector.
- Contribute to the design and implementation of outreach activities to enhance the visibility and impact of the project's deliverables.
- Support the organisation and logistics of physical and/or online working-level, high-profile public, and closed-door events.
- Ensure effective follow-up with partner organisations, event participants, and other stakeholders after events.
- Contribute to the projects' research and analytical outputs on Cyber Diplomacy and multilateral engagements.
- Prepare research dossiers, background materials, data collections, analysis, and visualisations to support project activities.
- Liaise with external authors to ensure the timely delivery of commissioned research and analytical outputs.
- Support other project-related activities as required.
- Be a national of a member state of the European Union who enjoys full rights as a citizen attested by a recent extract from judicial records and/or certificate of good conduct;
- Have fulfilled any obligations imposed by national law on military service;
- Be physically fit to perform the required duties.

Professional experience
- At least 2 years of work experience in international affairs, preferably in a research institution, think-tank, or international organisation.
- At least 2 years of Work experience in an entity dealing with the external dimension of cybersecurity (including capacity building and cyber diplomacy);
- Prior experience in working with/in EU institutions and/or United Nations processes;
- Demonstrated experience in project implementation, including collaboration with project partners from the EU, national governments, civil society and private sector;
- Demonstrated experience in research for policy;
- Experience in Cyber Diplomacy, UNGA First Committee Affairs and EU programming will be considered an advantage.
- A masters’ degree, preferably in Political Science, International Relations, Security Studies, or other disciplines relevant to this position;
Qualifications and skills
- Very good qualitative and quantitative research skills, including the ability to collect/analyse data;
- Proficient use of common IT tools and Microsoft technologies (Word, Excel, PowerPoint);
- Excellent communication skills, and ability to liaise effectively with different stakeholder groups;
- Strong teamwork and interpersonal skills, including the ability to work effectively in a multi-cultural and multi-disciplinary environment;
- Very good organisational skills paired with the ability to work well under pressure and to deliver high-quality results under tight deadlines;
- Very good command of English (writing and spoken) and a satisfactory knowledge of another official language of the European Union; knowledge of French will be considered an asset.

All eligible applications will be scrutinised by a Selection Committee. Candidates whose applications best match the selection criteria will be invited for an interview. In addition, a second interview or written tests may be carried out.
The successful candidates will be offered a contract of 18 months year with a four-month probationary period.
