The final fee for this service will be adjusted taking into consideration the contractor’s expertise. It will not exceed EUR 38.500.

Duration:

It is anticipated that the implementation of this contract requires a maximum of 70 days. Indicative starting date: 15 September 2020. Indicative date for delivery of the services: 1 March 2021.

Job description

The European Union Institute for Security Studies (EUISS) is the EU Agency that analyses foreign, security and defence policy issues. With its headquarters in Paris and a liaison office in Brussels, it acts as an interface between European experts and decision-makers at all levels.

The EUISS seeks to hire a non-resident Senior Expert who will contribute to the implementation of the project “Global mapping on cybersecurity capacity building and portal” funded by the European Commission, Directorate General for International Cooperation and Development. The selected candidate will report to the Brussels Executive Officer acting in his capacity of Project Coordinator.

Main responsibilities

Under the supervision of the Project Coordinator, the Senior Expert will be responsible for:

  1. refining and implementing a methodology for field research to collect project information;
  2. proposing and implementing a methodology for collecting recommendations for improved coordination and knowledge/expertise sharing during the mapping field research;
  3. passing on new project information and relevant publications to the Cybil Portal as research progresses;
  4. organizing a maximum of two workshops (including event logistics, preparing the agenda, moderating the meeting and summary notes);
  5. producing a report on trends identified from the mapping database;
  6. providing robust and useable recommendations to improve future coordination and knowledge/expertise sharing;
  7. liaising with stakeholders to keep them informed and form an informal international network of organisations with an interest in sharing and using project information;
  8. working with the data visualisation expert and Cybil Portal to propose how it will integrate the online project visualisation tool;
  9. working with the data visualisation expert to include charts, maps and graphs in the trends report and to produce the online article that will communicate the findings to a non-expert audience;
  10. presenting findings and recommendations to the Contracting Authority.

The recommendations included in the final report should provide the Contracting Authority with a clear view of existing gaps and/or duplications as well as a detailed proposal on the way forward in terms of possible future areas of support under the existing financial instruments.

The selected Senior Expert will be responsible for delivering the following components:

  1. Desk research, research missions and preparatory workshop to map projects;
  2. Review workshop for the mapping activity;
  3. Trends insight report;
  4. A recommendations report on improving coordination;
  5. An online article to present the key findings from the two reports for a non-specialist audience. This should draw upon the visualisation work;
  6. Developing an online tool for visualising presenting and interacting with the mapping information;
  7. Presentation of the outcomes at a seminar in Brussels;
  8. Presentation of the results at the Annual Meeting of the GFCE.

Eligibility criteria

  • Minimum a university Master degree or equivalent in international law, politics, international relations, or any other relevant disciplines to the assignment;
  • Minimum 8 years of working experience in the area of International/European security sector policies, research or programme management;
  • Minimum 5 years of working experience in the area of International/European cybersecurity policy, preferably with a focus on global and regional cyberspace/cyber capacity building processes.

Selection criteria

  • A thorough understanding of cyber capacity building programmes and initiatives at regional and international levels;
  • Proven organisational, communication, mobilisation and change management skills;
  • Strong research, analytical and synthesis skills in the field of international cybersecurity cooperation;
  • An excellent verbal and written command of English;
  • Strong skills in report writing and communication products;
  • Experience in organising and/or moderating workshops, seminars or conferences with high-level representatives;
  • Experience of working in a multi-cultural environment is essential;
  • The ability to take up duties as close as possible to the indicative starting date will be an asset.

The Selection Board will screen the applications and establish a shortlist of candidates to be interviewed. The offer to the selected candidate will be subject to final approval by the Contracting Authority.

Complaints: Candidates have the right to address to the Director of the EUISS an administrative complaint under Article 30.1 of the EUISS Staff Regulations. The complaint must be directed against an act that adversely affects their legal status as a candidate.

Candidates also have the right to submit an appeal to the EUISS Appeals Board, under Article 30.3 and Annex X of the EUISS Staff Regulations. Appeals are not admissible before an administrative complaint has first been made.

Candidates can make a complaint to the European Ombudsman. It should be noted that, under Article 2(4) of the general conditions governing the performance of the Ombudsman’s duties, any complaint lodged with the Ombudsman must be preceded by the appropriate administrative approaches to the institutions and bodies concerned.
