Background Information on the ISS

The European Union Institute for Security Studies (EUISS) is an agency of the European Union. It operates under the Union's Common Foreign and Security Policy (CFSP). The EUISS researches security issues of relevance for the EU and provides a forum for international debates. It also offers analyses and forecasting to the High Representative for Foreign Affairs and Security Policy.

The Institute intends to create a rolling roster of analysts with expertise in various areas of interest for the EUISS. Targeted are experts with a recognised research record and work experience, and a proven ability to deliver relevant analysis at short notice and to operate as project managers.

General requirements

  • Ph.D-level university degree; alternatively or additionally, proven postgraduate work with an international organisation, think tank, research centre or NGO.
  • Minimum four years of related professional experience.
  • Ability to produce analysis at a highly professional level.
  • Ability to set up and manage projects and networks in their area of expertise.
  • Ability to work in a team within a multicultural environment.
  • Fluency, both oral and writing, in one of the two working languages of the Institute (English and French) and a working knowledge of the other.  
  • Good command of other languages relevant to their area of expertise.
  • Nationality of one of the EU member states.

 

Specific areas of interest

In addition to these general requirements, eligible applicants must prove their expertise in one of the following areas:

1. EU Eastern Neighbourhood & Russia: rule of law and democratisation, energy security, conflict resolution (knowledge of Russian desired)

2. EU Southern Neighbourhood (MENA): democratisation and human rights, cross-cultural dialogue, migration issues (knowledge of Arabic desired)

3. Sub Saharan Africa: security, development, stabilisation and state-building (experience in the region desired)

4. Disarmament, non-proliferation, arms control, security sector reform (SSR) and counter-terrorism

5. Defence cooperation, industrial and technological developments, pooling and sharing capabilities

6. Strategic partners, CSDP and peace building (comprehensive approach and lessons learned)

7. Energy diplomacy, climate change, natural resources security, trade and ‘global commons’

8. World governance, multilateralism and the global system. International law, regimes, and policy tools (including sanctions)

 

Submission

All interested candidates must fill in the online Personal History Form found at the bottom of this announcement, and include their main area of expertise as listed above, the names of two referees, and daytime telephone contact details.

In addition, they must attach a detailed CV as per the Europass model, with a clear description of their education and work experience, their current employment status (name of employer, type of contract), and the indication of any additional skills or specialisations they deem relevant.

If applicable, they may also attach a list of their publications.

The deadline for submitting applications is 15 November 2012 at midnight.

 

Screening and selection procedure

All applicants will receive automatic acknowledgement of the reception of their application.

Only candidates considered for the Roster will receive email notification of their inclusion therein.

Among them, those short-listed for interviews leading to a possible contract will be contacted individually. The Institute will not respond to any direct inquiries from applicants.
