At the EU Enlargement Forum 2025, the EUISS, in collaboration with EUROPEUM, organised a dedicated panel on Building Resilience to Hybrid Threats in the Enlargement Countries. The Forum was hosted by the European Commission Representation in the Czech Republic and the Ministry of Foreign Affairs of the Czech Republic.
The discussion brought together experts working on hybrid threats, strategic communication and resilience in the EU’s neighbourhood. The panel explored the key risks and challenges faced by candidate and potential candidate countries, as well as the evolving needs for more agile and flexible support frameworks from key partners. Speakers assessed the effectiveness of current EU–NATO cooperation mechanisms, shared practical insights from their respective regions, and outlined priorities for reinforcing resilience across enlargement countries and within Europe more broadly.
