DEPUTY TEAM LEADER – SCOPE

Contract duration: 2 years 

Salary: The monthly salary for this full-time position is 6,806.89 EUR, subject to national taxes and social insurance. 

Job description:

The EUISS has been entrusted to implement the ‘Security Coordination and Programme Enhancement’ project under the ‘EU Global Threats Programme (GTp)’ of the ‘EU Neighbourhood Development and International Cooperation Instrument’ which is financed from funds of the EU budget. The Action has a global geographical scope and covers several thematic priorities: counterterrorism and prevention of violent extremism, mitigating CBRN threats, combating organised crime, addressing critical infrastructure threats as well as threats related to effects of climate change. 

The Action focuses on five output areas: (1) monitoring of programme actions and impact paired with recommendation of corrective measures, (2) ensuring coherence and coordination of programme components and with other linked initiatives, (3) identifying areas for development through context expert analysis, (4) providing technical expert advice to ensure quality and standards, (5) supporting programme visibility within EU as well as partner countries and organisations. 

The EUISS seeks to hire an experienced professional for the position of Deputy Team Lead, to provide operational and research support to the project Team Lead.  

Main responsibilities:

  • Project Management: reporting and related administrative tasks;
  • Events management: planning, organising and delivery of events, including drafting the terms of reference and budget, logistics and travel arrangements;
  • Reporting: support the preparation of progress, activity, financial and other reports as necessary. Administrative and financial reporting in line with EU service contract procedures;
  • Research and preparation of documentation relevant for project reporting purposes (e.g. indicators reporting);
  • Manage end-to-end data collection processes from input collection and validation to consolidated reporting outputs;
  • Liaising with projects and relevant stakeholders to follow up on inputs, identify and clarify inaccuracies or gaps, and ensure timely, coherent reporting.
  • Produce programme overviews through monthly reports, acting as focal point for reporting processes and timely delivery.
  • Contributing to any other project-related activities as required. 

Eligibility criteria: 

On the closing date for applications, candidates must fulfil all the following conditions: 

  • Be a national of a member state of the European Union who enjoys full rights as a citizen attested by a recent extract from judicial records and/or certificate of good conduct;
  • Have fulfilled any obligations imposed by national law on military service;
  • Be physically fit to perform the required duties. 

Selection criteria: 

Professional experience 

  • Minimum of 4 years of relevant professional experience in EU project management;
  • Proven knowledge of administrative and financial rules and procedures for EU funded projects and/or service contracts;
  • Minimum of 4 years' work experience in EU Institutions and/or in EU-funded projects, including collaboration with project partners from the EU, national governments, civil society and private sector.
  • Minimum of 4 years work experience in a research and analysis on a relevant  SCOPE thematic priority.
  • Knowledge of data collection and management systems and processes;  

Qualifications and skills 

  • A postgraduate degree in a relevant field, i.e., law, international relations, political sciences, or any other relevant discipline.
  • Excellent organisational skills paired with the ability to work well under pressure and to deliver high-quality results under tight deadlines;
  • The ability to accurately organise, process and manage administrative documents and data;
  • Strong teamwork and interpersonal skills, including the ability to work effectively in a multi-cultural and multi-disciplinary environment;
  • High professional values and standards characterised by proactiveness, diligence, integrity and confidentiality;
  • Minimum level of C1 in the Common European Framework of Reference for Languages (CEFR) in written and oral communication in English.
