Publications

As part of its mission to find a common security culture for the EU, to help develop and project the CFSP, and to enrich Europe’s strategic debate, the Institute regularly releases publications on the topics and regions at the core of the Union's work.

The Institute’s flagship publication is its series of Chaillot Papers, which are based on focused, in-depth research. The EUISS also publishes a Yearbook (YES), Reports, and shorter Briefs.

    The rapid modernisation of the People's Liberation Army, Beijing's increasingly threatening stance vis-à-vis Taiwan and its demand for energy are the main factors driving America's preoccupation with China. All sectors of opinion in the US criticised the EU's declared intention to lift its embargo on arms exports to China. This policy was misunderstood and its implications exaggerated.

    En 2004, 20% des minerais extraits sur le continent africain ont été exportés vers la Chine ; 20% des importations chinoises de pétrole proviennent désormais des pays d'Afrique sub-saharienne. Bien que la Chine ne réalise que 2,4% de son commerce extérieur en biens manufacturés avec l'Afrique, de nouveaux types d'exportations chinoises - avec des produits à plus forte valeur ajoutée - sont apparus ces dernières années vers les pays africains : en l'espace de quatre ans, le volume des échanges a été multiplié par trois entre la Chine et l'Afrique sub-saharienne.

    Since the re-election of President Bush, American foreign policy has undergone a subtle but noticeable and significant transformation. The hawkish attitude demonstrated by Bush during his first term and his cavalier approach towards alliance-building have been replaced by a toning down of the previously aggressive rhetoric and an attempt to reach out to allies and, in particular, to the EU.

    The European Security Strategy (ESS) issued by the EU in December 2003 devoted its first chapter to what it called ‘global challenges’. Most of those challenges –poverty, infectious disease, drought and famine, violent conflict – affect the Europe of today only indirectly and/or moderately. By contrast, some of them – global warming, infrastructural disruptions, migration flows – may affect European societies in a much more dramatic fashion in the future.

    This Chaillot Paper examines burdensharing patterns between the United States and Europe, focusing in particular on the time period since the 9/11 attacks. It does so by analysing military and civilian burdensharing activities undertaken to address the high-priority challenges identified in the 2002 US National Security Strategy (NSS) and the 2003 European Security Strategy (ESS).

    Five years after the fall of Slobodan Milosevic, it is still not clear where Serbia is heading. Indeed, it is not yet clear what, or even where Serbia is. Serbia’s borders and statehood remain open questions: the future status of Kosovo is unresolved and the survival of the State Union with Montenegro in doubt. As long as Serbia does not know what and where it is, its progress towards EU integration will be impeded.
