This Report, which draws on the main presentations made during the 2016 CSCAP EU Committee meeting devoted to this topic, examines the role of the EU as a preventive diplomacy actor and explores how in pursuing this strategy it can contribute positively to security in the Indo-Pacific region.
In this paper, the author argues that it is high time for the European Union to adopt a proactive policy of managing the risks of sensitive technology transfer to the People’s Republic of China (PRC). On the basis of a common understanding of the challenges of transferring dual-use technology, economically, politically and security-wise, the European Union can optimise benefits from opportunities available in the promising and technologically rapidly advancing Chinese market.
This Occasional Paper explores the issue of European armaments cooperation. Such cooperation between countries has often been difficult. Even so, European governments continue to collaborate on multinational equipment programmes for a number of reasons, and successful multinational programmes have manifold benefits.
