    Disasters, Diseases, Disruptions: a new D-drive for the EU

    The European Security Strategy (ESS) issued by the EU in December 2003 devoted its first chapter to what it called ‘global challenges’. Most of those challenges –poverty, infectious disease, drought and famine, violent conflict – affect the Europe of today only indirectly and/or moderately. By contrast, some of them – global warming, infrastructural disruptions, migration flows – may affect European societies in a much more dramatic fashion in the future.

    The constitutional treaty: 'enabling text' for foreign policy and defence

    The EU's constitutional treaty is, in so far as it touches on foreign policy and common defence, an 'enabling' text. The treaties approved since the Maastricht Treaty (in 1992) have been mostly about constraining the general scope and function of the Union's foreign, security and defence policies. With the constitution, such constraints are either scrapped or the conditions for doing away with them in the future are set.

In fact, although the pending decision by the European Council is 'only' about the opening of formal accession negotiations, the discussion has focused on the outcome (full EU membership) rather than the process itself.

    Ora che il polverone della conferma a José Manuel Durao Barroso si è posato, vale forse la pena soffermarsi un attimo su quanto è accaduto. L'esito del voto a Strasburgo non è stato certo un successo per il nuovo Presidente della Commissione, nonostante abbia raccolto qualche decina di voti in più rispetto a quelli previsti o annunciati: 413 Sì contro 251 No e 44 astenuti non rappresentano certo un mandato pieno e indiscusso, un'apertura di credito senza riserve.

    «Tre donne intorno al cor ...» - potrebbe essere questo il motto con cui Romano Prodi, il 1 maggio prossimo, accoglierà i nuovi commissari europei che entreranno a far parte del collegio da lui presieduto. I nuovi dieci membri dell'Unione hanno infatti diritto a nominare ciascuno un commissario, portando così la composizione del collegio a 30 membri, anche se solo fino al 1 novembre prossimo.

    A few months and a couple of Newsletters ago, we described the outcome of the European Convention as 'half full'. After the failure of the Intergovernmental Conference to finalise a constitutional treaty for the EU, the contrary seems almost inevitable: never before, in fact, has an IGC ended in failure.
