The EU has placed a growing emphasis on human rights issues in its civilian crisis management operations over the years, in turn creating operational challenges far beyond what has previously been experienced. This paper uses EUPOL and EUJUST LEX as a yardstick for examining the operational models used by the EU and their implications in a human rights perspective.

To achieve this, the Common Securty and Defence policy must be strengthened. Europe still struggles to deploy more than 4 percent of its 1.8 million troops, while the capability shortfalls have still not been addressed.

Croatia is estimated to become a full member of the EU by 2013, ten years after applying. BiH on the other hand, is nowhere near matching that pace. This comparative analysis indicates that a process guiding the region as a whole towards the EU would have avoided such disparities in integrating the Western Balkans into the EU.
