La Politique de Sécurité et de Défense commune - PSDC (avant Politique européenne de Sécurité et de Défense -PESD ) a été lancée lors du Conseil européen de Cologne de juin 1999 comme partie intégrante de la Politique étrangère et de Sécurité commune de l’Union (PESC). Depuis 1999, des organes politiques, civils et militaires ont été créés à Bruxelles, des objectifs ont été fixés pour les capacités communes et un certain nombre d’opérations de gestion des crises ont été entreprises. En décembre 2003, les dirigeants de l’Union se sont entendus sur une « Stratégie européenne de sécurité ». Ce document énumère les principales menaces pour la sécurité européenne : terrorisme, prolifération des armes de destruction massive (ADM), conflits régionaux, Etats défaillants et crime organisé.
